Ancient seer Meaning in English : (maitrii-karuNaa-muditaa iti) Friendliness, compassion, and joy are (tisraH bhaavanaaH) three feelings = thoughts of the mind. (tatra) Of these (bhaavayitvaa) by habituating the mind to (maitriim) friendliness (sukhiteShu bhuuteShu) towards happy beings, the yogi (labhate) gets (maitrii-balam) power of friendliness; (bhaavayitvaa) by habituating the mind to (karuNaam) compassion (duHkhiteShu) towards miserable's = sufferers, the yogi (labhate) gets (karuNaa-balam) power of compassion; and (bhaavayitvaa) by habituating the mind to (muditaam) joy-ness (puNyashiileShu) towards virtuous, the yogi (labhate) gets (muditaa-balam) the power of joy = happiness.
(samaadhiH) Trance (yaH) which is (bhaavanaataH) caused by habituation, (saH) that is (sa.nyamaH) Sanyama. (tataH) By that Sanyama (balaani) the powers of friendliness etc, (avandhyaviiryaaNi) which have no obstacles in their performance, (jaayante) are born = generated in the mind of Yogi.
(upekShaa) Thought of indifference (paapa-shiileShu) is practiced towards sinful persons, (tu) that is (na) not (bhaavanaa) for habituation. (tataH cha) And for this reason (na asti) there is no (samaadhiH) trance (tasyaam iti) by indifference. (ataH) so, (sa.nyama-abhaavaat) in the absence of Sanyama (tatra) there = in the thought of indifference (na) there is no (balam) power (upekShaataH iti) of indifference.
Vedic Commentary in English : In aphorism 1.33, there is a description of the achievement of purity and peace of mind by means of purification i.e., by the thoughts of friendliness, etc. By performing Sanyama over the thoughts of friendliness towards persons endowed with happiness, compassion towards miserable's, and joy towards the virtuous people, yogi achieves the respective powers.
Seer Vyaasa said that trance achieved by habituating the mind is the Sanyama over friendliness etc. By having a trance over these thoughts i.e., properly habituating the mind towards friendliness, compassion, and joy, and giving up the contrary thoughts of friendliness, etc. i.e., impurities of attachment, jealousy, defect-finding, aversion, etc., and performing the friendliness toward the respective peoples, the yogi is able to achieve the incomparable power of friendliness, compassion, and joy-ness.
These means of purification are mainly related to himself. It means that yogis adopt thoughts of friendliness, compassion, and joy in all ways and toward all persons. He does not expect others to have the same type of thoughts towards himself. It means that while habituating the thoughts of friendliness, compassion, and joy-ness towards others, he does not think that other people will also have the same type of thoughts towards me; or I will habituate the thoughts of friendliness towards those persons only who have the thoughts of friendliness towards me. not towards others.
Seer Vyaasa had not accepted the thought of indifference toward the sinful person as habituation of mind, so, there cannot be Sanyama over the thought of indifference, nor there can be any power from such habituation. If any person who is a sin-doer, gives up his sinful acts on account of any reason or wants to remain away from those sinful acts, then one can have the thoughts of friendliness, etc. towards such persons in order the improve and support them.
In this way by having the powers of friendliness etc., yogi not only becomes the well-wishers of others but also is able to improve the purity of his mind and achieve the one-pointedness of mind.
