Sutra in English : vyutthaananirodhasa.mskaarayorabhibhavapraadurbhaavau nirodhakShaNachittaanvayo nirodhapariNaamaH.9.
Meaning in English : (vyutthaana-nirodha-sa.nskaarayoH) The out-going = worldly and suppression potencies (abhibhava-praadurbhaavau) disappear and appear respectively and (nirodha-kShaNa-chitta-anvayaH) conjunction of mind, in the state of suppressive moments, with these potencies, is called (nirodha-pariNaamaH) the suppressive modification (= Suppression Result).
Ancient Seer Commentary in English : vyutthaanasa.mskaaraashchittadharmaa na te pratyayaatmakaa iti pratyayanirodhe na niruddhaaH. nirodhasa.mskaaraa api chittadharmaaH. tayorabhibhavapraadurbhaavau. vyutthaanasa.mskaaraa hiiyante, nirodhasa.mskaaraa aadhiiyante. nirodhakShaNa.m chittamanveti. tadekasya chittasya pratikShaNamida.m sa.mskaaraanyathaatva.m nirodhapariNaamaH. tadaa sa.mskaarasheSha.m chittamiti nirodhasamaadhau vyaakhyaatam.
Ancient seer Meaning in English : (vyutthaana-sa.nskaaraaH) The worldly potencies i.e., the potencies generated in the wandering-ness, stupefied, occasionally steady, and one-pointedness state of mind are (chitta-dharmaaH) characteristics of the mind; (te) these potencies (na) are not (pratyayaatmakaaH) in the form of modification and/or knowledge (iti) so, (pratyaya-nirodhe) even on restraint of mental modification and/or knowledge (na niruddhaaH) these potencies are not suppressed. (nirodha-sa.nskaaraaH) The suppression potencies i.e., the potencies generated in the restraint state of mind (api) are also (chitta-dharmaaH) characteristics of mind. (abhibhava-praadurbhaavau) The suppression and appearance of (tayoH) these two types of potencies by yogic practices i.e., (vyutthaana-sa.nskaaraaH) worldly potencies are (hiiyante) destroyed and (nirodha-sa.nskaaraaH) suppression potencies are (aadhiiyante) acquired; and (nirodha-kShaNam chittam) mind, in the moment of suppression, (anveti) remains in conjunction with these both type of potencies. (tat) so, (idam) this (sa.nskaara-anyathaatvam) change of potencies (ekasya chittasya) in one mind (pratikShaNam) every moment is (nirodha-pariNaamaH) suppressive change = modification. (tadaa) In that state of suppressive change (sa.nskaara-sheSham) potencies alone are left (chittam) in the mind. (iti) It (vyaakhyaatam) has been explained (nirodha-samaadhau) in the context of Suppression Trance = Ultra-cognitive Trance.
Vedic Commentary in English : The mind is of three-fold qualities; is the product of Qualities of Illumination, Energy = Activity, and Inertia. Since the nature of Qualities is highly changeable, the movement of modifications takes place in the mind in a natural way. There is a constant existence of modifications of Illumination, Activity, and Inertia in the mind, one has to put effort into making the mind steady. Five planes of mind were described by Seer Vyaasa in his commentary on aphorism 1.1; and the fifth one is the state of restraint. When all the modifications of the mind are restrained, that state of mind is explained in this aphorism.
Outgoing = worldly potencies are characteristics of the mind. With reference to a one-pointed state of mind, potencies generated in wandering, stupefied, and occasionally steady state of mind are called outgoing potencies. In the state of Cognitive Trance, potencies generated in states of wandering, stupefied, and occasionally steady states of mind are impeded by the potencies of trance-cognition (Ref - "samaadhi-praGYaa-prabhavaH sa.nskaaro vyutthaana-sa.nskaaraashayam bhaadhate" Vyaasa commentary on 1.50). On the other hand, with reference to a restrained state of mind, potencies generated in a one-pointed state of mind are also known as outgoing potencies. All the potencies generated, in such a way, exist in the mind alone. These potencies are not in the form of modifications or knowledge; so, even on restraint of modifications in the restrained state of mind and knowledge of various objects = subjects generated in the Cognitive Trance, these potencies do not get restrained automatically. Means for removal of worldly potencies generated from the experience of modifications and knowledge of various subjects are the same as that of afflictions (Ref - "haanameSham kleshavat-uktam" 4.28 - these means are discussed in this aphorism.). Just like the worldly potencies, potencies generated in the restrained state of mind are also characteristics of the mind.
The yogi has to suppress worldly potencies and make the suppression potencies active. Suppression of worldly potencies means that these potencies are so weakened that these remain just present in the mind but are not able to perform their functions; i.e., these potencies should not be capable of generating the modifications and knowledge from their source. The appearance of suppression potencies means the state where the potencies of a restrained state of mind remain exist. In this way, worldly potencies are suppressed and suppression potencies are made active. The mind in the restrained state remains related to both types of potencies. The suppression of worldly potencies and the existence of suppression potencies, in the mind, is known as suppressive modification of the mind. It means that in the restrained moments of mind, characteristics in the form of potencies of Cognitive Trance get destroyed, and characteristics in the form of suppressive potencies remain generated. This change is a suppressive modification of the restrained mind.
But the mind cannot continuously remain in a restrained state since the nature of modifications of Qualities is highly changeable. On cessation of this state of mind, worldly potencies again become active. So, in order to make the suppressive potencies strong, the yogi has to continuously practice to achieve a restrained state of mind. By such practice alone, the suppressive potencies become strong slowly; and by such practice for a long time, a yogi is able to weaken the worldly potencies, by the strong suppressive potencies (Ref - "nirodhajaH sa.nskaaraH samaadhijaan-sa.nskaaraan baadhata iti" Vyaasa commentary on 1.51). In the next aphorism, Seer Vyaasa clearly said that when the suppressive potencies are weak, then these are overpowered by the strong worldly potencies. The opposite of this conception is also true.
In this position of mind, potencies alone are left, as is explained in aphorism 1.18. It is to be understood here that in the restrained state of mind, potencies are generated till the one-pointed state of mind is restrained. On the other hand, restrain of cognizance and experience of GOD and related potencies is not desired. Yogi is able to restrain the afflictions, acts, fruition, and their potencies generated by the conjunction of Matter, by knowing his ultimate target GOD and knowing the avoid-ness of the base of changeable Matter.
In the end, the mind disappears into its own cause = Matter, along with the potencies of restrained state (Ref - our explanation on aphorism 1.51; and "GYaanasa.nskaaraaH tu chittadhikaara-samaaptim-anusherata iti na chintyante" Vyaasa commentary on aphorism 4.28). There is no need to adopt any means to restrain these potencies.
