Ancient seer Meaning in English : The yogi, whose (buddhi-sattvasya) mind (pare vaishaaradye) is in the highest state of purity (nirdhuuta-rajas-tamo-malasya) on account of its impurities of Activity and Inertia Qualities are being destroyed, and (varttamaanasya) exists (parasyaam vashiikaara-sa.nj~naayaam) in the state of desirelessness, and (sattva-puruSha-anyataa-khyaatimaatra-ruupa-pratiShThasya) established in the cognizance of distinction between mind and Soul only, (sarvabhaava-adhiShThaatritvam) becomes the lord of all the existing substances made of Matter. (iti arthaH) It means that (guNaaH) the "Qualities", (vyavasaaya-vyavaseyaatmakaaH) in the form known and worth-knowing = knowable and (sarvaatmaanaH) which are the substrata of all phenomena (upsthitaaH) present themselves (prati) before (svaaminam) the lord = Soul, (kShetraj~nam) the knower, (asheShadrishyaatmatvena) in the form of all knowable objects as can be experienced.
(sarvaj~naatritvam) Omniscience (arthaH) means (vivekajam j~naanam) discriminative knowledge of (guNaanaam) the "Qualities" (sarvaatmanaam) of all the forms = being the nature of all phenomena, (vyavasthitaanaam) existing (shaanta-udita-avyapadeshya-dharmatvena) in the form of characteristics of past, present and unpredictable (akramopaaruuDham iti) and that too simultaneously.
(eShaa) This (siddhiH) attainment (of two types) is (vishokaa naam iti) known as the "Sorrowless". (yaam praapya) By obtaining these, (yogii) the yogi (viharati) moves (vashii) as lord and (sarvaj~naH) knower of everything about all the material objects of "Qualities", and (kShiiNa-klesha-bandhanaH) with all his afflictions ended.
Vedic Commentary in English : In this aphorism attainments taking place on account of distinctive knowledge of mind and Soul, are explained. When the mind of a yogi — (1) becomes highly pure on account of the destruction of impurities of Activity and Inertia Qualities (along with the destruction of afflictions of nescience, etc.); and (2) exists in the state of desirelessness, i.e., does not have any thirst for the perceptible and scriptural enjoyments; in such state of mind yogi have distinctive knowledge of mind (= which is the product of Matter, inanimate, changeable and for the purpose of other) and Soul (= who is conscious, unchangeable, serving his own purpose, distinct from the Qualities). With the result of such distinctive knowledge of mind and Soul, he achieves two attainments. This state of a yogi is the higher state of Egoism Cognitive Trance. The two attainments are as follows —
1. Lordship of existing substances:- It means that yogi becomes the lord of all the substances i.e., all the products of Matter = all the known and knowable modifications of three "Qualities" i.e., from the atoms of "Pure Be-ness" to gross elements and all the characteristics change of five gross objects. All these objects, being for the purpose of others, become available for the experience of the Soul. Yogi obtains control of all these objects i.e., he does not come under the control of these objects since he knows the nature of these objects which is inanimateness, changeability, etc., and uses them in order to fulfill his purposes of experience and salvation.
2. Omniscience-ness:- Characteristic, secondary quality, and condition charges were described in the aphorism 3.13. It had been clarified there that there is only one change which is characteristic change, and changes of secondary quality and conditions are only with reference to the time and condition of the object. Becoming available all the objects to the yogi in the form of characteristic changes is said in the first attainment of lordship above; the knowledge of secondary-quality and condition changes of those objects is said in the form of this second attainment. Seer Vyaasa said that the simultaneous discriminative knowledge of all the forms of "Qualities", in the form of the characteristics of past, present, and unpredictable, to the yogi is known as omniscience. It means that the yogi knows about all the objects of Matter that what was the nature of these objects in the past and what form is going to take place in the future; in this way the knowledge of past, present, and future changes of the material object, he does not get attached to the object. He specifically knows that all these objects do not give up their nature of inanimateness, changeability, and serving the purpose of others, under any condition and in any form whatsoever. Such type of knowledge of yogi about the "Qualities" is his omniscience which means he does not require any further knowledge in this regard.
On account of these attainments, the yogi becomes desireless towards the Qualities and puts efforts to achieve Supreme Desirelessness. On attaining the state of Supreme Desirelessness he moves on the path of salvation.
These two attainments are also known as the "sorrowless" state and yogi moves as lord and knower of everything about all the material objects of "Qualities", and with all his afflictions ended.
